Southwest Hydropower Development at 11th Congress
盼兩會代表正視中國西南水電開發問題
A new Civic Exchange report highlights continuing chaotic development of large hydropower projects in Southwest China will cause massive and irreversible ecological problems that will have extensive impact on many parts of China. 思匯政策研究所最新報告揭示中國現時在西南地區大型水電項目無序混亂的發展狀況，並探討這些項目在中國廣泛地區將造成大規模和不可逆轉的生態問題。
The 12th Five Year Plan has a key role for hydropower as a way to limit the use of fossil fuel thereby reducing carbon emissions. Of China’s 13 planned hydropower development zones, 8 are in the Southwest – an area of not only exceptional biodiversity but also frequent tectonic activity, making large-scale hydro projects much more risky there. 「十二五規劃」在發展水電以減少使用化石燃料之碳排放上扮演了一重要角色。然而，在中國的13個水電開發規劃區當中，有8個位於西南部一帶，而該地區不僅擁有極之豐富的生物多樣性，亦因位於板塊活躍地帶，這些大型水電項目為當地構成相當大的風險。
“The Risks of Hydropower Development in Southwestern China” highlights the dangers and proposes a range of recommendations for the NPC and CPPCC, as well as the Central People’s Government to consider during the upcoming annual meetings in Beijing. The report has been sent to a number of NPC delegates. 《西南水電開發提速必須正視的重大問題》探討了項目對環境及民生造成的威脅，並將向人大、政協及中央人民政府提出一系列建議，以供將於北京舉行的兩會作參考。本報告已呈請數位全國人大代表代為轉報。
The author of the report, Liu Su, will present the report, together with Christine Loh, CEO of Civic Exchange. 本報告作者劉素將聯同思匯政策研究所行政總監陸恭蕙發表報告內容。
